Maksut Aşkar was born in Iskenderun and raised in Antakya, Turkey. He studied tourism and hotel management in Istanbul while also gaining hands-on experience working in restaurants and bars. This sparked his passion for food design, leading him to engage in „edible art” projects at museums, galleries, and events. He also worked as a consultant for major food and beverage brands. Maksut’s culinary journey began in 2007, and he opened his first restaurant before launching Neolokal in 2014, located within the cultural institution SALT Galata.

Inspired by his multicultural upbringing and the flavors of his childhood, Maksut seeks to modernize classic Anatolian recipes, ensuring their future relevance while preserving traditions. His work showcases a deep respect for the diverse culinary heritage of Turkey, blending innovation with authenticity. Additionally, he co-founded Foxy, a bistro focused on local, natural wines. Maksut’s culinary philosophy emphasizes sustainability and a deep connection to Turkish roots, bringing traditional dishes to contemporary dining experiences.
